About this Book

Frontinus was a well educated, virtuous and practical soldier. When he was put in charge of Rome’s aqueducts in ’97, he found that under his predecessors the water service had become dilapidated, corruption was commonplace and the pipes were neglected.

He had a threefold objective: he wanted more, better and more reliable service. These three goals are well-known, found in all of today’s more ambitious development plans. Frontinus drew on his military experience to create order. He developed a new methodology, a mature version of which is now taught in management departments in universities of economics. In Rome’s water pipes, you can read about site inspections, technical documentation, standardisation, daily task assignment, preparation of works, security of supply, contracted suppliers, quality control, preventive maintenance, anti-corruption and accounting.
